For an international high net worth investor considering a second passport and citizenship, Angola does not present a compelling perspective. Despite its wealth in resources, the Southwestern African state grapples with high levels of corruption and inadequate infrastructure. Instead, investors may prefer to explore alternative options that provide greater stability and more favourable conditions.
At present, Angola does not provide any citizenship by investment opportunities. Instead investors might find the St Lucia Citizenship by Investment programme appealing as it stimulates the economy by encouraging investment from those seeking citizenship rights. By making substantial investments, typically in real estate or government funds, individuals can secure citizenship in St Lucia and visa-free access to 158 countries.
Angola does not currently offer a residency by investment programme. We recommend considering alternative options such as the Spanish Golden Visa programme which grants Spanish residency in return for a real estate investment.
If Angola were to implement a citizenship by investment programme, its attractiveness to foreign investors would be limited. The passport grants access to only 64 countries, constituting merely 9.0% of global wealth (measured by GDP) and 10.8% of worldwide travel. This would position it at 160th on La Vida’s extensive Global Passport Ranking, indicating limited global mobility and economic reach for prospective citizens.
