The program is not a direct citizenship by investment program. However invesors can apply for Netherlands (Dutch) Citizenship after five years. The Netherlands is part of the EU and Dutch citizens can live or work anywhere within the European Union.

Five year renewable residence permit: Minimum investment of $425,000 USD
Indefinite residence permit for a minimum investment of $850,000 USD
