For an international high-net-worth investor contemplating acquiring a second passport and citizenship, the Republic of the Congo fails to offer a compelling prospect. Despite boasting one of the world’s largest mining industries and abundant natural resources, this Central African state is plagued by significant internal conflicts and pervasive corruption. Consequently, investors may find it more advisable to investigate alternative avenues offering enhanced stability and more favourable conditions.
Presently, the Congo does not provide citizenship by investment opportunities. These initiatives generally welcome foreign investors seeking citizenship rights. Instead, investors and Congolese nationals might find appeal in the St. Lucia Citizenship by Investment programme, which boosts the economy by attracting investments from individuals aiming to secure citizenship rights. Through substantial investments, typically in real estate or government funds, individuals can acquire citizenship in St. Lucia, granting them the privilege of visa-free access to 158 countries.
At present, Congo does not offer a residency by investment programme. Such programmes, commonly known as Golden Visas, enable foreign investors to obtain a long-term residency visa by making a substantial investment in a country, frequently through real estate or government bonds. We suggest exploring alternative options such as Spain’s Golden Visa programme, which provides Spanish residency in exchange for a real estate investment.
Should Congo consider implementing a citizenship by investment programme, its appeal to foreign investors would likely be restricted. The resultant passport would provide access to only 55 countries, representing a mere 3.5% of global wealth (as measured by GDP) and 11.3% of worldwide travel. This would position it at 190th on La Vida’s comprehensive Global Passport Ranking, placing it among the least desirable options.
